This is a fraud. No doubt about it. He can be sued by these people, get serious fines, have their business closed, and possibly go to jail depending on how much that does this. I, personally, this report the police as an anonymous tip and then away from that person as much as possible, because knowing about it and not complain to the police and can make you an accomplice put in so much trouble if he is caught.
